This is Haruka's first senshi form. Sailoruranus is a very powerful soldier, being able to destroy enemies with one blow (similar to Sailormoon's abilities). The fuku is rather plain, but differs from that of the inner senshi because of her stylish boots and her shorter gloves. This form appears in Sailormoon S and lasts until the beginning of Sailormoon Sailorstars. Below is a list of Sailoruranus' powers.
This is a more powerful version of Sailoruranus. The power to transform into Supersailoruranus was given to Haruka by Hotaru: the outer senshi were fighting a losing battle and infant Hotaru gave them new powers. No phrase or transformation sequence has ever been seen or heard. Differences in the fuku include a heart-shapped brooch on the chest, a translucent sleeve, and longer ribbons on the back bow. Below is a list of powers that Supersailoruranus uses.
Sailoruranus Like the anime, this is Haruka's first senshi form. The two forms are identical in appearance and are probably equal in power. This form first appears in the Infinity section of the manga (Sailormoon S) and lasts until the Dream section of the manga (Sailormoon SuperS).
This is Haruka's second transformation. The ability to transform into Supersailoruranus comes from the end of the Infinity series. All of the senshi were given more power to aid Supersailormoon. Changes to the outfit are the same as those found in the anime. Supersailoruranus appears most often in the Dream section of the manga.
Uranus Crystal Power, Make Up! - Haruka gains a heart-shapped brooch to which she can transform into Supersailoruranus with. Unlike the anime, we actually get to see a transformation sequence and phrase for Sailoruranus' new form. First appears in act thirty-nine.
Sailorstaruranus is Haruka's third and final form. It's the most powerful form out of the three and does not appear in the anime at all. Changes to the outfit include puffy sleeves, longer gloves, longer boots, a two-layered skirt, longer and thinner ribbons on the back bow, and a star-shaped brooch on her chest. This form appears at the end of the Dream arc after the enemy is defeated and appears throughout the Sailorstars portion of the manga.

World Shaking - The attack that is most often used. Sailoruranus holds her hand up and gathers golden beams of light. The light forms into a large orb, to which Sailoruranus thrusts into the ground towards the enemy. The attack is very powerful and has the effects of an earthquake. First appears in episode 90.
Uranus Planet Power, Make Up! - This is the phrase that Haruka uses to transform into Sailoruranus. She holds up her henshin stick and a ball of golden light surrounds it. Drawing the light around her, her fuku appears and she smiles smugly before posing. First appears in episode 106.
Space Sword Blaster - While this attack is actually first used in the Sailormoon SuperS movie, Sailoruranus never uses it in the anime series until she becomes Supersailoruranus. In this attack, Supersailoruranus holds her Space Sword high above her head. The Space Sword glows yellow and Supersailoruranus slashes through the air, sending a golden arc of energy towards the enemy.
World Shaking - Same attack as seen in the anime, World Shaking has the force of an earthquake. No orb of energy is thrown however: Sailoruranus simply thrusts out her hand and energy appears to come forth. First appears in act twenty-six.
Uranus Planet Power, Make Up! - This phrase is used by Haruka to transform into Sailoruranus. She thrusts her hand into the air and calls forth the phrase. Unlike the anime, no henshin stick is used in this transformation. First appears in act twenty-seven.
Space Sword Blaster - Unlike the anime, this attack can be used by Sailoruranus. Since Sailoruranus already had her talisman at the beginning of the Infinity series, she was able to do this attack when it was called for. It appears as if the manga version of Space Sword Blaster has the same effects as seen in the anime. First appears in act thirty-one.
Uranus Crystal Power, Make Up! - The same phrase used to transform into Supersailoruranus is now used to transform into Sailorstaruranus. Haruka uses a star-shapped brooch to transform while calling out this phrase. First appears in act fourty-two.
Space Turbulence - Sailorstaruranus' attack. Not much is known about it but it appears to create turbluence. I suppose it would be similar to World Shaking but much more powerful. First appears in act fourty-three. The name of the attack changes to Galactica Space Turbulence in act fifty, when Sailorstaruranus becomes evil under Sailorgalaxia's control.
